Introduction

NFL, a Schedule ‘A’ & a Mini Ratna (Category-I) Company, having its registered office at New Delhi was incorporated on 23rd August 1974. Its Corporate Office is at NOIDA (U.P). It has an authorized capital of Rs. 1000 crore and a paid up capital of Rs. 490.58 crore out of which Government of India’s share is 74.71 % and 25.29 % is held by financial institutions & others.

Performance Highlights

The company has five gas based Urea manufacturing plants with an annual installed capacity of 35.68 LMT. The Company, during 2019-20 registered a total Urea Production of 37.27 LMT with an overall capacity utilization of 115.35% (w.r.t reassessed capacity of 32.31 LMT) against previous year production of 38.59 LMT.During current year, the cumulative production of Urea for the period from April ~ August 2020 was16.11 LMT (119.6%).

The company is in marketing of its own produced fertilizers as well as trading of imported fertilizers along with other agro products through its pan India dealers’ network. During 2019-20, the company recorded the ever best sale of Fertilizers equivalent to of 57.03 LMT surpassing previous best of 48.95 LMT during 2018-19 thus exhibiting higher sale by 16.51% as compared to previous year.

During current year, the cumulative sale of fertilizers from April ~ August’ 2020 was 24.05 LMT  against corresponding period last year (CPLY) of 20.72 LMT thereby registered a growth of 16% in fertilizers sale over CPLY despite the stringent restrictions due to lockdown in the country owing to Covid-19 outbreak.

The company has a Bio-Fertilizers plant at Vijaipur with an annual capacity of 660 MT where itmanufactures 4 strains of Bio Fertilizers (Solid & Liquid). During 2019-20, the company produced and sold 713 MT of Bio Fertilizers (Solid & Liquid).
The Company has also set up a Bentonite Sulphur plant at its Panipat Unit and during 2019-20 12807 MT of Bentonite Sulphur was produced against CPLY of 8567 MT.

The company is engaged in manufacturing of ammonia based Industrial products namely Nitric Acid, Ammonium Nitrate, Sodium Nitrate & Nitrite at its Nangal Unit. During 2019-20, the company registered a production of Industrial products to the tune of 23119MT. 

The company is presently having 6 static and 2 mobile soil testing laboratories. Using these soil testing labs, the company is undertaking soil tests for macro & micro nutrients and also providing soil health cards to the farmers to enhance balanced use of fertilizers.  Apart from this, the company is also having 100 Kisan Suvidha Kendras (KSKs) to provide all agro products and services to the farmers under single window concept.

Projects completed / underway

Revival of closed Urea plant of FCIL at Ramagundam Plant in Joint Venture mode: The company is currently executing the revival of closed Urea plant with annual installed capacity of 12.71 LMT through a Joint Venture Company namely Ramagundam Fertilizers & Chemicals Limited (RFCL) along with EIL,FCILand other partners.  The cost of project is ` 6165 crore with equity participation of 26% each of NFL and EIL, 11% each of FCIL and State of Telangana, 14.3% of GAIL  and 11.7% of a Consortium led by M/s HTAS, Denmark.


This project is expected to commence its commercial production by November 2020.

NFL has also been mandated to market 100% of Urea to be produced by RFCL

Seeds Processing Plant at Bathinda, Panipat and Indore

The company has recently commissioned its two seeds processing plant at Bathinda and Panipat recentlyand one more plant at Indore is being set up. The company would be processing the seeds to be grown & harvested under its flagship Seed Multiplication Program which was otherwise being processed through outsourcing to third party. The total seeds processing capacity of the company after commissioning of all the 3 plants would be 1.20 Lakh quintals. 
 Integrated Energy Saving Projects

In order to meet the new energy norms stipulated under NUP-2015, the company is already in the process of setting up Gas Turbine Generators along with Heat Recovery Steam Generation (HRSG) Unit at Panipat, Bathinda & Nangal Units with a total project cost of ` 675 crore. These schemes are expected to be commissioned by end of December 2020. Besides this, the company is also implementing energy reduction schemes at its Vijaipur Units to meet these new energy norms and would be commissioned in a phased manner by March/April’ 2021.

Setting up of manufacturing facilities for Agrochemicals at Bathinda

In order to make self-sufficient in Agro-Chemicals business, NFL is setting up an Agro-chemical manufacturing facilities at Bathinda with total Capex of the project approx. ` 9.30 crore. 
The plant is expected to be completed during 2021-22.

Redressal of Public Grievances and Welfare Measures

Company has framed a ‘Grievance Redressal Procedure’ for its employees on the basis of model grievance procedure notified by DPE and its objective is to provide easily accessible machinery for expeditious settlement of grievances, thus leading to increased satisfaction on the job, improved productivity and efficiency of the organization. Public Grievances Cells have been set up at unit level.

Welfare of Minorities

The organization believes in equality of all communities and follows all Govt. regulations on empowerment of minorities such as representation of the minority communities on interview boards.

Welfare, Development and Empowerment of Women

Female employees comprise 6.36%of the total workforce of the Company. The Company has adopted adequate measures to facilitate a congenial work atmosphere for its women employees. There is no instance of any Gender inequality and both men and women employees are enjoying equal rights. The working atmosphere is very cordial and harmonious. Further, a Complaint Committee has been constituted to inquire into the complaints of sexual harassment in National Fertilizers Limited. NFL Employees (Conduct, Discipline Appeal) Rules and Standing Orders have also been amended to include sexual harassment of women at workplace as ‘Misconduct’

Welfare of SCs STs

An Implementation Cell is already functional in all Units / Offices of the Company to oversee the implementation of Presidential Directives on Reservation Policy for SCs/STs. Liaison Officer has been appointed in each Unit/Office to ensure due compliance of orders and instructions pertaining to reservation for SC/ST and other concessions admissible to them. The Liaison Officer normally belongs to Middle/Senior Management level.

Meetings are periodically held at Unit level as well as at corporate level with the SC/ST Welfare Associations by the Management for discussing and redressing issues related to SC/ST employees.A stadium at Bathinda Unit, Multi-purpose Hall at Vijaipur Unit and one Bhawan at Panipat Unit have been named after Dr. B.R. Ambedkar. Programme on implementation of Presidential Directives is held at Units from time to time and SC/ST employees are deputed for such programmes conducted by external agencies.

Corporate Social Responsibility (CSR)

The company is implementing various developmental activities under its Corporate SocialResponsibility (CSR) with focus on Health, School Education and Nutrition. As per the guidelines from Department of Public Enterprise (DPE) the company is spending more than 60% of its allocated budget on the annual CSR themes i.e. Health, School Education and Nutrition.
The company continue taking up wide range of welfare activities in different areas likeSanitation, Solar lights & Panels, Environment etc. One of the major CSR project the company undertook is Improvements to Channenhalli Tank at Channenhalli Village, Bangalore Urban District for budget of Rs. 300 Lakh for the sustainable development of underdeveloped village. The project is likely to be completed in FY 2020-21. The company also supported Government of India and State Government in Disaster Management by contributing and taking different initiatives for relief from likes COVID-19 pandemic, Punjab Floods, Cyclone “Fani” and floodaffected Assam.

Sustainable Development (SD):

NFL has taken various initiatives in adopting best practices for environment management, energy conservation and social upliftment leading to sustainable development.

Use of cleaner and greener fuel

One of the major milestones achieved by NFL in this direction is switchover of all its fuel oil feedstock plants at Nangal, Panipat and Bathinda, to Natural Gas (NG), the cleaner and energy efficient fuel. With this initiative, Company’s 100% urea production is now based on gas as feedstock. In addition to above, specific energy consumption has also come down by more than 20 %.

NFL has also switched over the support fuel in the coal fired boilers at Panipat, Bathinda Nangal to NG from fuel oil. This has eliminated use of costly fuel oil besides improving reliability and reducing carbon footprints.
100 KW Solar Power Plant at Corporate Office has been commissioned in August’ 2014 is under satisfactory operation. Also, 90 KW Solar Power Plant at Bathinda Unit has been installed in December 2014. 

To increase the subsoil water level,Manufacturing Units of NFL have installed Rainwater Harvesting.

All conventional lights at Units and Corporate Office have been replaced with LED lights.

Development of Township at Vijaipur as Mini Smart City: 

Under new development model as per directives of the Hon’ble PM during CPSEs Conclave 2018, NFL has committed to convert its Vijaipur Township into a mini Smart City by March 2022. 
In order to build mini smart city at Vijaipur, the company is currently undertaking various activities such as Zero Water discharge, Modern Sewage System, Solid Waste Management System, Rain Water Harvesting System, CCTVs, High Speed Wi-Fi, LED Lighting etc.

Memorandum of Understanding (MoU)

MoU for financial year 2020-21 with Government of India is under finalization and would be signed shortly. The Company has been awarded Very Good rating for the year 2018-19 under MoU.

Awards Accolades received during 2019-20

Panipat Unit received “HSE Excellence Chemical Company of the Year award” in the award ceremony held in Mumbai on 21-06-2019.

Bathinda Unit received first prize for Best Achievement in Hindi Work for the year 2018-19 on 25-06-2019 by Town Official Language Implementation Committee, Bathinda.

Bathinda Unit has been declared winner of Golden Peacock Award for energy efficiency 2019.

Nangal & Vijaipur Units have been declared winners of 19th Annual Greentech Environment award 2019.

Vijaipur Unit has been selected for “Grow Care India Gold Safety Award 2019” for outstanding achievement and performance in Occupational Health & Safety.

Panipat Unit has been selected for prestigious “Gold Award” under APEX India Energy Efficiency Award-2019. The award will be presented to Panipat Unit by Apex India Foundation on 25-09-2019.

Bathinda Unit bagged “Gold Award” under APEX India Energy Efficiency Award 2019 in Fertilizer Sector. Bathinda Unit and Panipat Unit are the only two Units who have been selected for this prestigious Award of Energy Efficiency in Fertilizer Sector.

Nangal and Vijaipur plants received “Greentech Environment Awards” for outstanding achievement in Environment Management.

NFL received Best Fertilizer PSU Award-2019 2nd time in a row during Dun & Bradstreet PSU Awards 2019 in recognition of Best-Ever performance of the company over last four years.

NFL, Vijaipur Unit has been awarded National Safety runners up award by DGFASLI, Ministry of Labour &Employment for outstanding achievement & performance in Occupational Health & Safety. Award will be presented on 17-09-2019 at Vigyan Bhawan.

NFL Bathinda Unit was awarded Gold Award under APEX India Energy Efficiency Award -2019.
NFL, Vijaipur Unit has won “FAI Award for Excellence in Safety for the year 2018-19” jointly with RCFL, Thal. 
NFL, Nangal Unit has been declared Runner up for “FAI Award for the Best Technical Innovation actually implemented in the field of fertilizer production technology for the year 2018-19.
NFL, Bathinda & Panipat Units have jointly won  “FAI Award for improvement in overall performance of the company for the year 2018-19”. 

NFL’s Video film titled “किसान  बेंटोनाइट सल्फर से सफल फसल” has been adjudged as the “Second Best Video Film” by FAI.
Nangal Unit received Green Tech Safety award 2019 for best practices in Safety Award from Greentech association in 18th annual Greentech awards 2019.

Bathinda Unit has won the Green Tech Safety Award for the year 2018-19.

Panipat Unit received International Fertilizer Association (IFA) Protect and Sustain (P&S) Certificate for initiatives on Safety Health and Environmental Management (SHE).
