Representation of SCs /STs/OBCs & PHPs in the Department

9.1 Due care has been exercised during the year under review to implement government orders regarding recruitment and promotion of candidates belonging to the Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs) and Physically Handicapped (PHPs) categories in various groups at services in the Department, The representation of these categories in the department as on 06/02/2001 was as under:

9.2.1 The Presidential directives on reservation for the candidates belonging to the Schedules Castes and Scheduled Tribes which have been issued from time to time by the Department of Public Enterprises, have been implemented in all the PSUs/Cooperative's under the administrative control at the Department.

9.2.2 The Presidential Directive regarding reservation for Other Backward Classes (OBCs) for appointment in Public Enterprises has been made applicable w.e.f. 8.9.1993. The Cooperative viz, IFFCO and KRIBHCO, have adopted the guidelines relating to OBCs w.e.f. 1.4.1995 and 1.10.1995, respectively. The implementation of these directive is being monitored through Quarterly Reviews.

9.2.3 As per the guidelines issued by Department of Personnel & Training, consequent to the Supreme Court decision in the case of Indira Sawhney Vs. Union of India, special recruitment drive for filling up the backlog vacancies for SCs/ STs has been discontinued. However, conserted efforts were made for filling up the vacancies for the reserved categories.

9.2.4 The representation of Scheduled Castes, Scheduled Tribes, Ex-servicemen, Physical Handicapped persons and Other Backward Classes in the Public Sector Undertakings as on 31.12.2000 is given in the Annexure-XII.

9.2.5 Besides providing employment, PSUs/Cooperatives have been advised to prepare and implement Special Programmes/Schemes for education of tribals in the scientific useof fertilizers, building up of dealer/ retailer network in the tribal areas, and making available fertilizers in small packs in the tribal areas.

Welfare of Minorities

9.3.1 The Public Sector Undertakings under the Department have been advised to provide pre-examination coaching to the minority community candidates, wherever feasible, and to take steps to increase the awareness of candidates belonging to the communities about employment opportunities. They have also been advised to include a representative of the minorities in the recruitment/selection boards to ensure that the minorities get an adequate share in the services and benefit from development scheme.

Reservation in dealerships

9.4.1 In 1978, instructions, were issued by the Department to all the Public Sector Undertakings under its administrative control to reserve at least 25% of future dealerships fertilizers for the members belonging to Schedule Caste and Schedule Tribes. To ensure availability of sufficient number of suitable SC/STs candidates, the following concessions are generally given by the undertakings:
(a) exemption/relaxation from security deposits;
(b) preference in supply at fast moving materials;
(c) higher rate of dealership margin as compared to that allowed to general dealers, and
(d) Free training for handling of fertilizers.

9.4.2 The Public Sector Undertakings have also be advised to reserve 10% of fertilizer dealerships for ex-service men.

9.4.3 As on 30.6.2000, the number of fertilizer dealership awarded to members belonging to SC/STs was 1877 against the number of 1899 as on 30.6.99.
