VIGILANCE ACTIVITIES AND
ACHIEVEMENTS
The ambit 0f the vigilance activities of the Department of Fertilizers
includes suprintendence and supervision over the vigilance administration of the nine
fertilizer PSUs and the two Multi-State Co-operative Societies, namely IFFCO &
KRIBHCO, under its jurisdiction; as well as over the Department itself. The Department has
been playing a very proactive role in pursuing vigilance cases as well as taking remedial
and preventive steps promptly on complaints or source information received by the
Department. The Vigilance set tip is headed by joint Secretary (Administration and
Vigilance) who is also the Chief Vigilance Officer designate for the Department assisted
by Dy. Secretary (Vigilance) and a Section Officer, with supporting staff.
VIGILANCE ACTIVITIES DURING 2005
The number of pending vigilance cases in the PSUs, as on 31st
October 2005 was 29 as compared to 15 as on 30th November 2004. The Department has
regularly been monitoring the pending complaints/investigations by having close inter
action with the concerned CVOs of PSUs and a constant effort is being made to ensure the
disposal of disciplinary proceedings within the time frame provided by the Central
Vigilance Commission.
VIGILANCE
The "Vigilance Week" was celebrated during the 7th to 11th of November 2005. A
number of banners and posters were displayed in the Department to create vigilance
awareness among the staff. In the Department, pledge was administered to the staff by
Secretary (Fertilizers) and an essay competiotion on the topic "Will the
Right to Information Act, 2005 be effective weapon against corruption in public
services" was held. There was active and enthusiastic participation
from the officers and employees of the Department in the Essay Competition. The 'Vigilance
week" was also celebrated with great gusto in the fertilizers PSUs including KRIBHCO
and various competions like slogan writing, Essay, Debate Quiz etc. were held.
SURVEILLANCE ANFD DETECTION
List of public servants of Doubtful Integrity has been prepared in consultation with Chief
Executives of PSUs/Cooperatives. Agreed List for the year 2005 has been finalised by all
the enterprises in consultation with CBl.
PUBLIC ACTION
i) 40 Complaints were received from various sources during 2005-06 against the
officials of PSUs/ Cooperatives which were investigated and appropriate action was taken.
ii) Services of a Board level appointee in a PSU were terminated during the
year.
iii) Departmental action was initiated against various below Board level officials
of PSUs who were prima facie found involved in irregularities, in consultation with CVC.
iv) The Department had recommended two cases to the CBI for registration of regular
case during the year 2003-04 against the officials of a PSU. Both these cases are still
under investigation by the CBI.
v) Sensitive posts were identified within the Department. Staff posted on these
posts are being rotated after every 3-5 years.
vi) Strengthening of vigilance structure in PSUs/Cooperatives as per the norms
prescribed by CVC. PSUs/Cooperatives were also asked to rotate the staff posted in
sensitive areas and specially in the Vigilance Wing after every three years.
vii) Department has conveyed to all PSUs/ Cooperatives that a proper procedure be
evolved with the approval of Board for the promotion of staff in PSUs to avoid
irregularities in promotion. |
